Final Plat Process

The Final Plat application and fee must be submitted through the Online Permit Development Center – the County’s web portal for electronic plan submittals. The Online Permit Development Center also known as Cityworks is designed to streamline plan review, allow for online fee collection, and permit staff and applicants to track progress. Each Final Plat phase for an approved Preliminary Plan shall include no less than seven (7) lots per phase.

Application Process:
  1. Within two (2) business days of submittal (three (3) business days if submitted after noon), staff will review uploaded applications (“Initial Review”). See Final Plat Checklist for the required documents needed to complete an application.
  2. Applicant will be notified via email of any deficiencies.
  3. Once Initial Review is completed and no deficiencies exist, the applicant may initiate the Financial Security Case in Cityworks accessed through the Online Permit Development Center.
  4. Once any deficiencies have been addressed, the primary ten (10) business day review process (“Preliminary Review”) will begin and the Final Plat will be distributed electronically to be reviewed and approved by members of the Subdivision Advisory Committee (“SAC”).
  5. Once the Review process has been completed, Subdivision Administration will process all comments received and they will be forwarded via e-mail to the applicant outlining required changes to the submitted plat. Plat revisions received before comments have been sent will not be reviewed.
  6. Required infrastructure (sewer and water) completion and acceptance letters (excepting valve box adjustments and sewer manhole adjustments) will be required prior to the secondary Preliminary Review. If plat approval is received during the primary Preliminary Review, sewer and water completion letters (as described herein) will still be required prior to Final Plat approval.
  7. Upon receipt of the water and sewer letters as referenced in #6 above, the revised Final Plat will be opened for the secondary Preliminary Review. Please allow ten (10) business days for review process. This review will re-open to only those departments or agencies of SAC that previously denied the submittal.
  8. Upon notification of approval of the Final Plat, a digital file must be submitted through the Online Permit Development Center, in either dwg, dxf or dgn format.
  9. Once the digital file and the Financial Security (see “Financial Security” page) have been received, the applicant will bring the Final Plat to Subdivision Administration for approval and signature after which it may be recorded with the Register of Deeds Office.
  10. Once recorded, the applicant will return the recorded Final Plat to Subdivision Administration for final approval and routing.
  11. The applicant will be notified that they may pick up the plat or it will be mailed via USPS to the address provided, once new addresses and tax map numbers have been issued.
