Greenville County Planning Department 2025 Annual Report Available Now!

Greenville County Long Range Planning is pleased to announce the release of the 2025 Annual Report. This comprehensive document summarizes the activities, projects, and decisions across the Planning Department's four divisions—Zoning Administration, Subdivision Administration, Transportation Planning, and Long Range Planning—as well as the volunteer-led Historic Preservation Commission, which receives staff support from the Planning Department.

The 2025 Annual Report captures a year defined by both significant challenges and meaningful progress. The department processed over 130 rezoning applications, reviewed dozens of subdivision proposals, and advanced major strategic initiatives including the state-mandated Five-Year Review of the Comprehensive Plan, the Adopted Plans Audit examining nineteen community-specific plans, and the proposal of the county's first Open Space Plan. Transportation Planning secured federal certification for the Greenville-Pickens Area Transportation Study (GPATS), positioning the region for the Horizon2050 Long-Range Transportation Plan update.

The report also documents the policy responses to emerging growth management challenges, including County Council's unanimous 12-month moratorium on cluster developments and ongoing efforts to strengthen environmental protections in the Paris Mountain Environmental Sensitive District. This document offers residents, elected officials, and stakeholders a detailed account of the department's work to guide growth responsibly while balancing infrastructure capacity, community character, and quality of life.
