How do I know if a permit is needed?
Simplified Detention Manual
The Simplified Detention Manual is a calibrated stormwater design procedure for Greenville County.
This Design Manual and User's Guide includes the following components:
SEDIMOT3VB Model
SEDIMOT3VB is a newly updated version of SEDIMOT3 model used for evaluating the effectiveness
of erosion prevention and sediment control measures required during construction phases. The
model's improved routines will help determine if the proposed measures will meet the County's
water quality standards.
SEDCAD
SEDCAD 4 for Windows was developed specifically for the design and evaluation of alternative erosion
prevention and sediment control systems with a focus on earth-disturbing activities.

Ideal Model
This program is considered the IDEAL Model
(Integrated Design and Evaluation
Assessment of Loadings).
The model is a first of its kind to allow engineers and watershed planners to
better design and manage water quality solutions.
It is a program that can be used by design professionals to estimate
the performance of various BMPs such as detention/retention ponds, extended
detention ponds, sand filters, and riparian buffers.
To Obtain a Copy of IDEAL
The distribution of IDEAL has changed. The model will continue to be provided to users within
Greenville County free of charge. Those users not in the County will be charged a fee of $300.
In addition, a security measure has been added. Users, whether requesting the software free or
after purchase, will be mailed a hardware key that must be inserted in a USB port in order to
operate the software.
To obtain a copy, click the link below to submit residence or place of business information for verification. The software development team will be in touch with you after that with a link to download the software or a web address of where the software can be purchased. |
Land Disturbance Application and Forms
The land disturbance application must be filled out, submitted and approved, as a part of the
construction process, prior to any land disturbance activity in the county. Upon approval by
the County and SCDHEC the land disturbance permit will be issued at a pre-construction
conference scheduled by the inspector.

Stormwater Management Design Manual
Greenville County has provided this design aid manual to assist in both streamlining the stormwater permitting
application process and for guidance for evaluation and implementation of best management practices for stormwater
quantity and quality.
The Design professional should be thoroughly familiar with the design manual and submit a complete package (based on the checklist) in order to minimize the number of resubmittals and total review time. Zip Files below include files in PDF and AutoCad formats
