Prior to becoming Greenville County Auditor in 2007, Scott served 13 years on Greenville County Council and holds the record as its longest serving Vice Chairman / Chairman of Finance. Under Scott’s financial leadership Greenville County reached numerous financial milestones without a single tax increase including becoming one of only twenty four counties nationally to be awarded the coveted ‘AAA’ credit rating.

Scott authored the first Biennium budget in the history of Greenville County and in the state of South Carolina which continues to be a cornerstone of the county’s budgeting process. Additionally, Scott co-authored “Prescription for Progress”, a $160 million, ten year road paving plan financed through a first in the state infrastructure bank which leveraged cash flows from economic development incentives to fund growth. Committed to economic development, Scott was instrumentally involved in the creation of both the Greenville Area Development Corporation (GADC) and the Upstate Alliance which progressively realigned county economic development resources.

Scott is a member of the South Carolina Association of CPA’s; the American Institute of CPA’s; the South Carolina Association of Treasurers, Auditors and Tax Collectors; and the Government Finance Officers Association. Scott also serves on the Board of the Greenville Area Development Corporation.

Scott graduated in 1987 with a Bachelor of Science degree in accounting from Bob Jones University and graduated from Clemson University in 1991 with a Masters in Accountancy. He is married with three children and attends Mount Calvary Baptist Church where he and his wife are actively involved in the College & Career ministry.
