THE PLANNING PROCESS: Coordination Vital to Greenville County's Future
Coordination is the cornerstone of good planning. Therefore, when the Greenville County Planning Commission began the update of the county's Comprehensive Plan in April 1998, the first step was to develop a process that would involve public service providers. The Commission created a partnership with Greenville County Council, the Greenville Water System, the School District of Greenville County, the Metropolitan Sewer Sub-District, and the Western Carolina Regional Sewer Authority. Each of these agencies took an active role in the development of the plan. Their ongoing participation will ensure that the services for Greenville County residents will be coordinated as the county continues to grow.

Focus Groups Designing Our Destiny began with meetings of focus groups. In four separate meetings the staffs of the Planning Commission and partners met with over 100 developers and preservationists. They shared their insight about future growth. Following those meetings, the staff met with the Greenville Water System Board, the Greenville County Fire Chiefs Association, Sheriff's Department, Greenville Hospital System, St. Francis Hospital, Airport Managers, and the county Utility Coordinating Committee to gather information about future growth and its impact on their plans and operations. |

Community Meetings The Designing Our Destiny community meetings began on August 31, 1998, and 10 meetings were held over a span of 14 weeks. These meetings helped the Planning Commission's staff learn what the county's residents consider their community's strengths and weaknesses. Suggestions from these meetings also helped identify the changes that are needed to better prepare for the county's future. More than 800 citizens participated in the meetings. |

Community Survey
In addition to distributing surveys at community meetings, the School District of Greenville County distributed approximately 25,000 surveys to the parents of every elementary school student and every employee of the School District. A number of other community agencies, including the Urban League, Senior Action, SHARE, and the Phyllis Wheatley Association, also distributed the survey. Surveys were sent to every county employee, as well as the employees of the partners in the Designing Our Destiny plan. The Library Board authorized the Planning Commission to place survey boxes in each of the libraries to offer citizens an additional opportunity to respond to the survey. First Union Bank distributed surveys at their offices. The Sierra Club and Greenville Transit Authority also distributed surveys. When this initiative was complete, over 60,000 surveys were returned and analyzed.
