Housing Element

As each jurisdiction is defined by its people, its people define themselves by their place of residence. Along with education and income levels, no other determinant affects a person's quality of life as much as one's living environment does. The housing element reviewed the location, types, age, and condition of housing, owner and renter occupancy, and affordability of housing in Greenville County. Based upon this analysis and with the assistance of individuals and organizations involved with housing, this element identified goals and strategies to address future housing needs.

 


Restoration of older homes provides housing opportunities that otherwise would be lost.

 

Citizen views regarding housing were gathered through the community meetings and the survey. Focus group sessions concentrated on topics such as: single-family development (detached units); nontraditional single-family development (attached units, patio homes); manufactured housing; multifamily development; affordability; and special populations.

Participants in the focus group sessions included representatives from: Greenville Homebuilders Association; Greenville Board of Realtors; financial institutions; developers; engineering firms; Manufactured Housing Institute of South Carolina, S. C. Appalachian Council of Governments; Greenville County Redevelopment Authority; Greenville Homeless Coalition; the Greenville Housing Authority; Greenville County Human Relations; Greenville County Mental Health; Greenville County Zoning Administration; and Greenville County Building Standards.

HOUSING GOALS, OBJECTIVES, AND RECOMMENDATIONS

Goal- To provide a diversity of housing types, densities, and prices to accommodate residents from a wide range of economic levels, occupations, age groups, backgrounds, and preferences.

Traditional single-family development

Objective: To ensure housing constructed in the future will have adequate infrastructure.

Recommendations:

  1. Document the current and planned capacity of infrastructure and its ability to accommodate additional single-family residential development

  2. Encourage the housing industry to locate developments in areas where infrastructure is available

  3. Identify alternatives to ensure that the future expansion of infrastructure is done in a managed cost-effective manner

Objective: To maintain neighborhood stability and cohesiveness in residential developments while providing for convenient access to commercial and employment opportunities

Recommendations:

Amend the zoning ordinance to allow "village" developments consisting of a cluster of homes with supporting commercial and public activities

Encourage future housing opportunities that consider changing economic, demographic, and social trends of the county's households

Objective: To identify traditional transportation alternatives that will reduce future traffic volume and congestion resulting from sprawling residential development 

Recommendations: 

  1. Identify public transit opportunities 

  2. Assess the feasibility of a park and ride system
