Community Facilities Element

Residents of Greenville County take pride in having a strong community. Area service providers pool their resources in order to maintain a high level of service for the residents of Greenville County. Cooperation and shared goals and objectives among these groups are key if Greenville County is to continue to grow and develop in an orderly manner.

Countywide services for Greenville area residents include hospitals, public schools, planning, public housing, public transportation, airports, and water and sewer treatment. These groups work together to make Greenville County a healthy, secure community which provides recreation and education opportunities and effective public services.

In the Community Facilities element, public service facility plans essential to Greenville County's growth and development are reviewed. These plans are divided into two categories: infrastructure and facilities. The infrastructure section includes the County's transportation plan, water supply and distribution plan, sewage system and wastewater plan, and solid waste plan. The facilities section includes Greenville County's public safety, recreation, educational facilities, and government facilities plans.

COMMUNITY FACILITIES GOALS, OBJECTIVES, AND RECOMMENDATIONS

Goal - To ensure that the county's infrastructure and facilities can support the county's future population.

Objectives:

  1. To ensure that the infrastructure providers, i.e. water and sewer maintain quality public utility services with a high regard for protecting the environment.

  2. To encourage the installation of adequate infrastructure (roads, water, sewer) prior to development

Recommendations:

  1. Evaluate the use of impact studies and/or development impact fees

  2. Encourage developers to build in the urban area of the county through incentives

  3. Support the new and expanded schools and libraries proposals in the respective School District of Greenville County Educational Facilities Plan and the Greenville County Library Facilities Plan

  4. Provide adequate technological facilities to manage disaster preparedness for a county this size

Goal - To create a stronger connection between residential and commercial uses in order to make our communities more user-friendly, linking the way people get from place to place.

Objectives:

  1. To encourage residents to use alternative modes of transportation for travel

  2. To provide bike paths, sidewalks, and natural connections like greenways and abandoned railways for travel between and among neighborhoods and commercial uses


Residents are being encouraged to use alternative modes
of transportation such as commuter biking.
