Road & Drainage Improvement Projects
The Engineering Division manages a variety of projects in it's long term Capital Improvement Program (CIP).

Roadway Resurfacing
County Roads are resurfaced annually as part of the Prescription for Progress road improvement program. The resurfacing projects include dirt and gravel road paving, pavement recycling, full-depth patching, surface treatment, chip seal, and conventional asphalt overlay. The 2001-2002 resurfacing contract pioneered the use of rubberized asphalt overlay on selected roads. Roads are selected for resurfacing based on pavement condition evaluations by geotechnical consultants. Roads with the lowest Overall Condition Index (OCI) are added to the paving list. The type of resurfacing option(s) to be used on selected roads is determined after further investigation of the existing pavement thickness, subgrade condition, traffic use, and other factors.
Road Improvements
The Engineering office oversees road widening and intersection improvement projects funded through the CIP and C-Funds. The projects are identified by Engineering staff with input from maintenance staff, Planning Department staff, technical advisory groups and citizens. A list of several projects is approved by County Council each year based on critical need and available funding. Design and construction of most projects are handled by a private management firm in a turn-key fashion, while a few smaller projects are designed in-house and constructed through traditional design bid build contracts.
Bridge Replacements
Bridge projects are necessary to replace deteriorated structures, increase hydraulic capacity, and accommodate road widening projects. An average of one to two bridge replacement projects and multiple bridge repair/retrofit projects are scheduled each year. The large projects are handled by private contractors and the smaller projects are completed in-house by County crews.
Drainage Improvements
Drainage improvement projects are needed to mitigate neighborhood flooding problems which impact yards, buildings, and roads. Drainage projects are funded through the Stormwater Utility. The projects are identified by staff from several divisions, technical advisory groups and citizens. A list of several projects is approved by County Council based on critical need and available funding. Designs are managed by the land development division and construction contracts are awarded through competitive bidding and inspected by staff inspectors. At the present time, projects are generally limited to neighborhood drainage systems and small off-line regional detention basins. Future projects involving creek channel improvements, floodproofing, and large on-line regional detention projects may require additional funding sources.
