Upper Paris Mountain Special Tax District

Purpose(s)/Service(s): provides for water.
Enabling Legislation: Greenville County Council Ordinance No. 2289, effective 9/3/1991.

Pursuant to South Carolina Code: 4-9-30(5)(a)

Pursuant to Section 4-9-30(5)(a), Ordinance 2289 established the Upper Paris Mountain Special Tax District for the purpose of obtaining a water distribution system for the residents and property owners of the district. The Greenville Water System operates and maintains the distribution system.

The Upper Paris Mountain Commission is the advising body for the district consisting of three (3) members appointed by County Council. Members serve terms of three (3) years or until their successors are duly appointed and qualify. All members reside within the geographical boundaries of the district. County Council fills any vacancies in the commission for the remainder of the unexpired term. The commission submits its annual budget to County Council for its approval prior to June 1 of every year, keeps, and transmits the minutes of every meeting to the Clerk of County Council. This commission meets on an "as needed" basis.

Powers and Duties
The commission is responsible for:

  • To make bylaws for the management and regulation of its affairs and the define a quorum for its meetings;
  • Prescribe regulations to enable the commission to fully discharge the duties placed upon it, provided that the commission provided due and public notice, public hearing, and formal approval in public session prior to implementation; and
  • Recommend to the County Council for its approval any contracts for the installation, operation and maintenance by the Greenville Water System or other water system provider of a water distribution system in the District; provided that only proceeds of the ad valorem taxes authorized to be levied hereunder may be used by the County Council for such purposes.
