Human Relations Commission

Purpose(s)/Service(s): promote the quality of opportunity for all citizens.
Enabling Legislation: Act of the SC General Assembly No. 1832 of 1972.

Act No. 1832 of 1972 created the Human Relations Commission composed by twelve members one from each County Council district. Members serve for three-year staggered terms and for no more that two consecutive terms. Members having served two consecutive terms are eligible for reappointment one year after the expiration of the second term. County Council appoints members to the Commission. County Council appoints successors for the unexpired terms in the event of vacancies. Members may be removed by a vote from County Council for inefficiency, neglect of duty, misconduct or malfeasance in office after being given a written statement of charges and having a hearing, if requested. Members are required to attend all regular and special meetings. County Council may appoint an advisory committee to assist and consult the commission.

The commission meets bimonthly on the first Thursday to conduct its business. A quorum consist of a majority of members presently serving a term of office or a minimum of four commissioners, whichever is less.

Powers and duties
The commission has the following duties and powers:

  • To maintain an office in Greenville County
  • To appoint an executive director and other employees, subject to approval of County Council
  • To cooperate or contract with individual and State, local and other agencies, both private and public, including agencies of the federal government and of other states
  • To accept public grants or private gifts, bequests, or other payments
  • To study problems in the areas of human and community relations and to make the results thereof available to the public
  • To promote the quality of opportunity for all citizens
  • To promote understanding, respect, goodwill among all citizens
  • To provide channels of communication among the various racial, religious, and ethnic groups in Greenville County
  • To cooperate and coordinate efforts with State and county commissions or agencies created for the purposes set forth in this act
  • To render at least annually a written report to County Council. The report may contain recommendations of the committee for legislation or other actions to eliminate or reduce discrimination with respect to race, color, religion or national origin
  • To obtain and utilize upon request the services of all governmental departments and agencies as may be necessary to effectuate the purposes of the Commission
  • To investigate problems in human affairs in Greenville County and in connection therewith, to hold public meetings, to request the attendance of persons who shall give testimony, to receive statements, documents and other items related to the subject matter for the records of such hearing, and to make reports and recommendations that will assist in enhancing human relations
  • To cooperate with local, state and federal agencies created to achieve the purposes set forth in the Civil Rights Act of 1964 and the South Carolina Human Affairs Laws
