County Administrator Joseph Kernell

Joe was the Director of Administration for St. Charles County, Missouri, a county with a population of approximately 304,000 located adjacent to St. Louis. Joe was responsible for finance, personnel, community development, highways and roads, information systems, facilities maintenance and construction, flood plain property management, economic development, workforce development, corrections, transportation, and a County-owned Family Arena.

He joined St. Charles County as Director of Finance in 1995, the first year after a charter change that established St. Charles County as a home rule County. Joe played a key role in the formation of a new Department of Finance and the subsequent development of budget and financial management systems that are now recognized as highly professional and responsive. The budgetary, operation, and financial strategies put in place since 1995 have enabled the County to virtually eliminate the property tax.

Joe graduated from Columbia College in Columbia, Missouri in 1983 and then entered graduate school at the University of Missouri, earning an MBA in 1984.

Joe was active in a variety of community and professional organization including the St. Charles County Economic Development Center, International City/County Management Association and Government Finance Officers Association.

Joe and his wife Marie have a teenage daughter.
